PRS Scheduler

CLC Space is currently recruiting a PRS Scheduler to provide consultancy support at their client’s headquarters in Darmstadt, Germany.

JOB DESCRIPTION

To provide consultancy to the OPS-TSS Project Control and Planning (PPC) Team within the PRS Division in the TSS Department.
You are required to provide consultancy to the TSS projects portfolio, and specifically to follow ground segment engineering tasks and projects, the long-term maintenance of the operational systems, equipment, sites and services, including their evolution and the development and evolution of operational observational products from EUMETSAT and agreed third party satellites programmes.
You will also provide consultancy on the coordination with the responsible Operations Planner for maintaining operational spacecraft planning documentation as needed. You will participate in the planning and scheduling of all TSS departmental activities and projects under TSS responsibility, including consultancy to development programmes. The long-term planning horizon covers several years, whereas the scheduling is performed on a weekly basis and is derived from the long-term planning.
You will provide the TSS contributions to the planning of activities and projects related to operational systems including MTP, MSG, EPS, Jason-2, Jason-3, Sentinel-3 in coordination with the Operations Planner. You will provide consultancy on the coordination with the Operations Planner for updating all operations planning documentation as needed. The tasks include participating in the production of overall TSS performance reports and metrics (dashboard) and providing consultancy on the accurate planning and tracking of resources.
The tasks will be carried out mainly at our client’s facilities in Darmstadt, but travel within Europe may be required for certain activities.

TASKS AND RESPONSIBILITIES

In the performance of the tasks, you shall comply with the applicable rules of the EUMETSAT Directory of Instructions (DI) and the EUMETSAT Management System (EMS), the applicable organisational and divisional management standards, and also with the relevant working practices and procedures as well as the organisational and divisional documentation management procedures.
Scheduling support for the Technical and Scientific Support (TSS) Department:
You will provide planning and scheduling consultancy to the Project Planning and Control Team (PPC) within the PRS Division for the TSS Department. The general task will be to assist the PRS PPC Team in the implementation and maintenance of the TSS schedules and related scheduling and reporting processes.

The tasks will typically include:
• Establish, coordinate and monitor all planning and scheduling across the TSS Department (multi-mission infrastructure planning, products and services, projects planning etc…) including maintenance/evolution of ground segment systems, operational projects and development/evolution of observational products related activities;
• Generate, monitor and control TSS projects planning and schedules produced as part of the TSS multi-projects management system; • Assist team leaders in the planning of projects and resources and generate reporting on resource usage/availability;
• Develop and analyse schedule performance indicators.
• Establish a set of schedule trackers, metrics and performance indicators allowing to manage efficiently a portfolio of projects and report on the progress and allocation of resources in a matrix support environment;
• Maintain the schedule documentation and update the multi-projects planning database in coordination with the schedule responsible;
• Document schedule assumptions, modifications, deviations, risks, critical path and milestone trend evolution;
• Ensure that all schedule conflicts are resolved;
• Contribute to schedule review meetings with relevant teams and participate in meetings to understand status of activities, as necessary: - organise the weekly planning and scheduling meetings; - provide planning for management meetings; - support reporting reviews, actions and recommendations;
• Liaise with the Operations Planner for coordinating and maintaining operations planning and projects;
• As relevant, provide planning consultancy to major programme activities including the preparations for the launch and commissioning of new satellites;
• Ensure that all plans and schedules are distributed both internally and to relevant external partners/entities using email, Intranet and Extranet as appropriate;
• Prepare and contribute to reports – monthly progress report, technical reports – as necessary

YOUR PROFILE

You shall have the following mandatory skills:
• A University degree (or equivalent), preferably in a management or engineering discipline;
• At least 3 years proven hands-on experience in project planning, scheduling, monitoring and control;
• Extensive hands-on experience in schedule preparation, monitoring and control, for complex/large system programmes or multi-project environment, as well as in planning and monitoring the allocated Human Resources, including planning conflict resolution;
• Expert level usage of Microsoft Project (or similar project scheduling/planning and management tools)
• Extensive hands-on experience in using the Microsoft Office Suite and in particular Word and Excel.

You shall be fluent in English. Knowledge of French would be considered as an asset.

Direct experience of scheduling for space/ground segment development or operations and with the ECSS lifecycle or equivalent will be considered as an advantage. You are expected to collect inputs from the various programme/project team members, and summarise the gathered information for the management. For this purpose, you shall possess very good inter-personal and communication skills to be able to interface efficiently with both the management and technical levels of the tasks. You shall also conduct all activities in an orderly and disciplined manner and be able to work calmly and correctly under stress.

You shall have the ability to draft concise management reports and executive level presentations in English and the capability and experience to fulfil the assigned support tasks with a minimum of supervision.
